Excelsior Sports Correspondent JAMMU, Sept 25: Vinakshi Koul, Joint Director Youth Services and Sports Jammu, today flagged off four para athletes from Jammu & Kashmir for the 12th World Para Athletic Championship, scheduled at Jawaharlal Nehru Stadium, New Delhi, on September 27 and 28.
